The candidate should fulfil the following eligibility criteria
- A citizen of India
- A subject of Nepal
- A subject of Bhutan
- A refugee from Tibet, who should have migrated to India for permanent settlement before 1st January 1962
- A person of Indian origin should have migrated to India for permanent settlement from Pakistan, East Pakistan (Bangladesh), Myanmar, Sri Lanka, Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia, and Vietnam.
