What is Pradhan Mantri Matsya Sampada Yojana (PMMSY)?
- The Pradhan Mantri Matsya Sampada Yojana (PMMSY) was introduced on September 10, 2020, under the Ministry of Fisheries, Animal Husbandry and Dairying.
- The scheme’s objective is to create the Blue Revolution through the five-year sustainable growth of the fisheries industry (2020-2025).
- It would be implemented as part of the Aatma-Nirbhar Bharat Package during a five-year period, from FY 2020–21 to FY 2024–25, with an estimated cost of Rs. 20,050 crores.
- By 2024–2025, PMMSY hopes to increase fish production by an additional 70 lakh tonnes, bringing in Rs. 100,000 crores in earnings from exports of fish.
- It seeks to double the incomes of fishers and fish growers, lower post-harvest losses from 20 to 25 percent to roughly 10 percent, and create prospects for profitable employment in the industry.
- It hopes to create an additional 55 lakh opportunities for direct and indirect gainful employment in the fishing industry and related fields
Structure of Pradhan Mantri Matsya Sampada Yojana
The PMMSY is an umbrella programme made up of two distinct programmes, i.e. the Central Sector Program and the Centrally Sponsored Program. A total estimated investment of Rs 20,050 crores has been sanctioned for PMMSY. The investment’s composition is as follows:
- Central Share: Rs. 9407 billion
- State Share: Rs 4880 billion
- Beneficiaries’ share: Rs. 5763 billion

The Central Sector Scheme (CS) and the Centrally Sponsored Scheme(CSS) are the two distinct components. Under the following three general categories, the Centrally Sponsored Scheme (CSS) Component is further divided into beneficiary- and non-beneficiary-oriented subcomponents/activities:

- The growth in fish production is expected to go from 13.75 million metric tonnes (MMT) in 2018–19 to 22 million metric tonnes in 2025.
- By 2025, the share of the fisheries sector in the agricultural GVA will rise from 7.28% to 9%.
